Joseph Rubleske
Research Coordinator


Joseph Rubleske was hired in January 1996 by the Center to coordinate policy- and planning-related research in a variety of areas: information technology; economic development and impact analysis; stormwater management; government finance; and more. As Research Coordinator, Mr. Rubleske is chiefly responsible for the collection, organization, analysis, and presentation of quantitative and qualitative information required for various projects. Mr. Rubleske has co-authored several Center reports, including a series of reports on intergovernmental relations in Central Indiana that are currently available from the National Council for Urban Economic Development.
In addition, Mr. Rubleske has been published in The Journal of Urban Technology and The Journal of Environmental Education.  He currently is preparing several chapters for inclusion in a U.S. E.P.A. guidebook on urban runoff control and analyzing the distribution of telecommunications employment within and among metropolitan areas.

Mr. Rubleske has earned a bachelor of arts degree from Indiana University at Bloomington in Political Science and Criminal Justice and Master's degree in Environmental Planning from Indiana University at Indianapolis. As a member of a student team, Mr. Rubleske was awarded the Outstanding Graduate Student Planning Award for 1995 by the Indiana Planning Association for a stormwater management plan for the city of Vincennes. Prior to his current position, Mr. Rubleske was a Research Assistant for the Center from October 1993 to December 1995. His chief areas of interest are information technology and economic development.
